Senior Legal Advisor
WaterLex is an international public interest development organization based in Geneva, Switzerland. It is a UN-Water Partner with UN ECOSOC special consultative status. It is also an official member of the Global Water Partnership, UNDP Cap-Net, UNDP Global Water Solidarity, UNEP Global Wastewater Initiative, and the Swiss Water Partnership. Its mission is to develop sustainable solutions based on human rights standards to improve water governance worldwide, particularly in regard to consistent water law and policy frameworks. It works with an alliance of interested parties to improve water-governance frameworks, bringing them in line with country obligations under international human rights law. The organization has a secretariat in Geneva with 15 staff members, a supervisory board of directors, and a large pool of members and expert advisors.The International Secretariat (IS) is responsible for the implementation of WaterLex projects and the involvement of members and volunteers in the Organization. It also acts as the organization’s focal point for external stakeholders.
The Senior Legal Advisor role is to develop and manage legal programmes supporting the Human Rights to Water and Sanitation for WaterLex.
The Senior Legal Advisor reports directly to the Director General.
The Senior Legal Advisor is responsible for the following:
30% - Programme Management of legal research and legal reform projects. The Senior Legal Advisor is in control of the budget and scope of the work, and is responsible for ensuring that resources are not over-committed.
20% - A good understanding of international human rights systems and its mechanisms (including the human rights council), and relevant international legal and political processes, such that s/he can advise and recommend on which draft papers, resolutions and concept notes that WaterLex should get involved for comment.
20% - Manage the parliamentarian programme at WaterLex, including liaison with the Inter-Parliamentary Union (IPU), facilitating training workshops and developing and testing resolutions
15% - Development of new projects in legal research and reform, building on existing work, and writing proposals with the support of the Development Director
15% - Support to other programmes to give advice on legal component
University Law Degree, with a specialisation in environmental law, plus additional qualifications in any of the following would be an advantage: international relations, water law, environmental studies, human rights law.
At least 7 years of experience in water governance and/or human rights.
At least 5 years of programme management experience, including proposal development.
Experience with international organisations and/or inter-governmental processes. Stakeholder engagement with governments, and water governance actors in the sectors.
Fluency in spoken and written English and French is a requirement. Knowledge of additional languages especially Spanish is considered an advantage.
This position is 100%, based in Geneva, and will require some international travel. Start date is 1st July 2017.
